Unless otherwise specified in the pertinent section(s) of the code, all appeals shall be made in writing, to the public works director (or designee), the mayor (or designee) and the city council, in that order. The mayor (or designee) may not overturn a decision of the public works director (or designee) without the written concurrence of the planning director (or designee). (Prior code § 14.15.080)
