A. Only a person approved by the clerk to observe the canvass board may be present and challenge an absentee by mail, early, special needs, and questioned voter during canvassing.

B. Any person present at the canvass board review may challenge the name of a voter when read from the ballot envelope, if the person has good reason to suspect that the voter is not qualified to vote under WMC 4.08.010, is disqualified, or has voted at the same election. The person making the challenge shall specify the basis of the challenge in writing on a form prepared by the clerk. (Ord. 16-15 § 20, 2016)
