The clerk shall post on the city’s website and publish at least twice in one or more newspapers of general circulation in the city a notice of offices to be filled at each regular or special election and the manner of declaring candidacy. The posting and first publication shall occur not less than 10 calendar days before the filing period for declarations of candidacy opens.
