A. No person may start an aircraft engine by prop pulling unless a competent operator is in the aircraft attending the engine controls, or the aircraft is properly tied down at each wing or tiedown loop.

B. No person may warm up an aircraft or test an aircraft engine in a manner dangerous to other aircraft, persons or property. No person may test an aircraft engine for a prolonged period of time unless a competent operator is attending the engine controls, or the aircraft has been securely tied down at both wings and tail and barricades have been erected around the propeller area.
