Upon proper notice, employees of the city shall have access at all reasonable hours to any and all parts and structures of the premises in which water is or may be delivered for the purposes of inspecting connections, the conditions of the conduits and fixtures, and the manner and extent to which the water is being used. Such inspections are made solely for the benefit of the city, and the city has no duty to inspect the plumbing or equipment of a customer, to conduct an inspection in any particular manner, or to notify the customer of the results of any inspection.
