12.16.010 Definitions.
When used in this chapter, the following words and phrases shall have the meanings set forth in this section:
“Encroachment” means and includes emulsive applications such as petroleum-based or other semi-permanent liquefied, solid, loose, frozen, or crushed materials, including such materials as snow, gravel, topsoil, or vegetation; tower, pole, pole line, pipe, pipeline, driveway, private road, fence, billboard, sign, political sign, stand, or building, or a structure or object of any kind which is or has been placed in, on, under, or over a portion of a city or state right-of-way within the city.
“Political sign” means a temporary sign used in connection with a local, state or national election, initiative, or referendum. Political signs include posters or flyers affixed to a tree, fence, or other support structure.
“Sign” means any poster, device, structure, fixture, flashing light, strobe, or placard, regardless of whether it is standalone or fixed, using graphics, symbols, and/or written copy designed specifically for the purpose of public notice, advertising, or identifying any establishment, product, goods or services.
