A. The city recognizes the power of the Matanuska-Susitna Borough through their platting power to originate street names in subdivisions created inside the city limits.

B. The owners of a majority of the number of lots adjacent to a street may petition the council to change the street name, or the council may change a street name on its own initiative. A proposed name change must meet the requirements of this chapter. If the council initiates a name change or a petition to change a street name is received which meets the requirements of this chapter, it shall be referred to the planning commission by motion requesting the commission to hold a public hearing before the commission on the proposed change. Notice of the proposed change shall be given as required for ordinances in WMC Chapter 2.08. The planning commission shall then submit by resolution a recommendation back to the council. The council may adopt the name change by resolution, effective no sooner than 30 days after the publication date notice as required in subsection (F) of this section.

C. The mayor or his or her designee may change a street name after notice as required by subsection (F) of this section if:

1. The street name duplicates or is substantially similar to another existing street name;

2. The street alignment or classification is changed by new construction;

3. The actual use of a road does not conform to the designation contained in WMC 12.08.010 which was previously assigned to the road;

4. The classification of the road conflicts with the addressing system of the city;

5. The continuity of an existing road name is interrupted;

6. The use of “east,” “west,” “north” and “south” conflicts with the addressing system used by the city; or

7. The present name violates the provisions of this chapter.

D. Before streets are renamed, the new name shall comply with WMC 12.08.010 and shall be submitted to the Matanuska-Susitna Borough for a letter of no conflict with an existing name.

E. Notice shall be given the Matanuska-Susitna Borough of any street name changes so that proper corrections can be made on borough maps.

F. Notice of a street name change approved in subsection (B) or (C) of this section shall be given at least 30 days before the change is effective. Notice shall be published in a newspaper in general circulation in the city. The notice shall state the proposed effective date for the change. If a change made by the mayor receives objections within 30 days which cannot be administratively resolved, the proposed change shall be referred to the planning commission for public notice, hearing and referral to council as in subsection (B) of this section.
